The Book Price Commission
The 25th of February 2005 the Book Price Commission terminated its work, which was initiated in 2002 by the Minister for Culture. To sum up, the Commission believes,
on the grounds of the measurements of The Council for Official Statistics (Statistiska Centralbyrån, hereafter SCB) that the result varies but can be assessed as satisfactory,
that the VAT reduction has meant a corresponding lowering of the price consumers pay for fiction and children’s books and that the prices follow consumer price index development. Exceptions are non-fiction books, whose price change is not satisfactory. Publishers and booksellers believe that SCB, despite careful and complex planning, makes mistakes,
which lead to errors and incorrect conclusions. The Book Price Commission suggests however that the reduced VAT is to remain, but that specific measurements on the prices
of textbooks (books used at universities/adult education etc.) are to be continued.
The Swedish Booksellers Association and the Swedish Publishers’ Association have published an own report, Cultural VAT on Books – An evaluation of the three first years, which is translated and abbreviated into English.
